What EU Data Sovereignty Actually Means

Data sovereignty vs. digital sovereignty
Data sovereignty specifically means: data is subject to the laws of the country where it is stored. A business hosted outside its own jurisdiction can be exposed to foreign legal requests it never agreed to. Digital sovereignty is the broader idea — control over infrastructure, not just where one dataset physically sits.
The Cloud Act risk
Under the US CLOUD Act, US authorities can compel a US-headquartered provider to hand over data stored anywhere in the world, regardless of local privacy law. This applies even if the servers are physically in the EU — the exposure follows the provider’s home jurisdiction, not the data center’s address.
"EU region" vs. an EU sovereign cloud
A non-EU hyperscaler’s "EU region" keeps data in Europe physically, but the provider itself remains subject to its home country’s law. An EU sovereign cloud is both physically located in the EU and operated by an EU-based provider — a meaningfully different legal position, not just a marketing distinction.
What "EU hosted" does and doesn’t guarantee
"EU hosted" describes the agreed service architecture. It does not automatically mean every third-party integration a customer connects also operates exclusively within the EU — each data category needs to be checked on its own terms, not assumed from the headline claim.
